The "honeymoon is over" is the reaction of many to the recent run-in between Congress and the National Institutes of Health. It is held that an end has come to the spiraling of funds for medical research whereby the Administration suggests one sum while Congress budgets substantially more. Indications are, moreover, that investigators may no longer have the freedom to use NIH funds as liberally in the future as they have in the past.
This prognostication has arisen as a result of a Congressional Subcommittee's investigation of the administrative practices of the National Institutes of Health. The report was not favorable. It found NIH's direction of the extramural program loose and untidy, and Congress overzealous in appropriating money for health research.
