Twenty-five years ago, the legislation that established the National Eye Institute (NEI) as a new entity at the National Institutes of Health was signed into law on August 16,1968. This event is now taken for granted, yet this milestone was the culmination of considerable efforts by many people that began as early as 1950. Among a large cast of dedicated people, three ophthalmologists, A. Edward Maumenee, MD, Ralph Ryan, MD, and Jules Stein, MD, had pivotal leadership roles.¹ The efforts of all these people have given ophthalmologists, vision researchers, and the public a rich resource.

The ensuing quarter of a century has seen the NEI become the major supporter of basic and clinical ophthalmic research at institutions throughout the United States, including support for training of future scientists.
